项目摘要

本年度は、研究の最終年度でもあり、これまでの平成11年、12年度の研究成果にもとづき研究を行った。まず、米国の初等及び中等教育において現在開発されている環境教育プログラムを調査・分析した。そしてこれらの結果にもとづいて、我が国の環境教育において児童・生徒の意思決定能力育成を目指した具体的な目標を各学年レベルで設定し、その目標に沿った実践プログラムの事例を示した。カリキュラム開発に関しては、米国環境教育研究者との情報交換(今年度の米国・ノースカロライナ州での調査も含む)により、米国の総括的な環境教育ガイドラインである北米環境教育協会(NAAEE)の"Excellence in EE-Guidelines for learning(K-12)":「卓越した環境教育-学習ガイドライン(K-12)」の有益性が明らかとなり、これについて分析を行った。その結果、このガイドラインは4つの要素(strand)から構成されており、各学年段階における児童・生徒の習得すべきスキルや知識等が示されていた。特に、意思決定に関する具体的な要素についても示されており、カリキュラム開発のための指針となることが明らかとなった。さらに、このガイドラインを基に、小・中・高等学校教諭に協力を得て、この我が国における各学校及び学年段階での環境教育ガイドラインと具体的な目標を設定した。特に、我が国において課題とされている「市民としての責任」と「行動及び意思決定」を重視して提案することができた。そして提案したこの環境教育ガイドラインに沿って、特に児童・生徒の意思決定や批判的思考スキルを育成するための環境教育モジュールについて、米国の文献よりその事例を明らかにした。さらにこの結果をもとに、各学校及び学年段階における環境をテーマとした総合的学習のプログラムを作成した。以上、これまでの研究成果は、学校教育において有益な指導指針となると考える。
