项目摘要

平成11年度では、当該の研究課題を研究するためには、現在の社会科が抱える課題について問題意識を共有し、社会系教科の全教科における位置付け、社会科と生活科・地理歴史科・総合学習との関係などを明らかにする必要があることを確認した。平成12年度では、研究開発指定校などの授業実践やカリキュラム、諸外国のカリキュラム、日弁連の提言などの資料を収集し、それらの分析を始めた。平成13年度は、それまでの研究実績をもとに、当該の研究課題を検討するための理念型などを、地理・歴史・公民・総合社会科といった領域や子どもの思考に即した発達段階の視点などから研究し、以下のような知見を研究成果として得ることができた。1)地理:カリキュラム編成にあたっては教育目標を確定して、一貫性を配慮すべきこと。一貫性のある地理学習の理念型として、地理的な論争問題が取り上げられること。2)歴史:社会科歴史学習の理念型として、科学的歴史学習などの批判的受容学習が考えられること。「人権社会科」論から社会科歴史学習の論理が示せること。3)公民:アメリカの事例から、公民学習の'Essentials'に着目することで公民関連科目の小・中・高の教育課程の一貫性を図ることができること。4)総合社会科:アメリカ・インディアナ州のカリキュラムを例に、総合社会科における小・中・高一貫による教育課程の開発・編成が可能であること。5)子どもの発達段階を踏まえた総合社会科のカリキュラムでは、高校の最後に、問題解決学習による開かれた「未来俯瞰学習」がなされるべきこと。6)研究開発指定校などの事例から、小・中・高一貫のカリキュラム開発には、新たな学力像を構築し、カリキュラム全体構想との結合を図るなどしなければならないこと。
