昨年度までの英国ロマン主義と慈善思想の系譜に関する研究を土台にして、本年度は英国19世紀半ばと明治殖産興業期における貧困問題・慈善思想の比較研究を試みた。帝国主義的海外進出に伴う産業・資本主義の加速度的発展の最中、19世紀前半の英国において労働者層の貧困化問題は深刻化し、それは19世紀末より深刻化する日本の労働問題・貧困問題と基本的に類似する。問題は日本の殖産興業が政府主導であることではなく、英国で産業革命に並行して国・自治体・民間全ての層でみられた福祉・慈善思想の発展が明治日本にはほとんど見られないということである。宗教的、文化的差異には違いないが、英国18世紀の消費社会の発達が感受性(sensibility)や情緒(sentimentalism)の流行と密接な関係をもち、それは中産階級の台頭、ロマン主義文学、福祉・慈善思想の発達と軌を一つにしていたのに対し、日本では中産階級の台頭および日本的「抒情」の伝統のロマン主義的興隆が福祉・慈善に関する社会思想体系の発達とは必ずしも結びついていない。明治殖産興業と労働者階級の創出をマルクス主義的に同義に捉えるのは疑問である。貧困問題は江戸時代からあり、都市・農村を問わず労働者層は打ちこわしなど大衆的政治行動に訴え、町人は救済措置を講じ、幕府も物価引下げと職人の賃金安定化に努めた。問題は明治国家独占資本主義が地域色をおさえ、福祉の思想を意図的ではないにしろ実質的に排除していたことにある。明治政府は英国の救貧院にあたる授産場、救小屋、授産邸は設立したが、貧民の救済ではなくむしろ政治的危険分子の強制収容を目的としていた。これまでの調査では中産階級による慈善活動にも目立った動きはなく、また言説にも貧民の窮状を訴えるものは存在しても、慈善・福祉を体系的に議論した思想的言説はあまりみられない。サミュエル=スマイルズの『自助論』の日本における好意的受容は、英国の自由主義経済を追随する過程で功利主義的な経済倫理資本主義の精神の偏重を示唆する。残念ながら時間的制約上全ての資料をカバーしきれていず、これを結論とすることはできず、宗教的思想背景を考証し、また大正期のプロレタリア文学作品とその受容を含めた日本の貧困に関する言説を今後読みすすめながら、日本における非体系的な形での慈善の概念を分析していく必要がある。

The basic problem is similar. The problem is that Japan's industrial revolution is dominated by the government, and Britain's industrial revolution is parallel to the country's self-government. The whole society is well-being. The development of charitable ideas is Meiji Japan's opposite. Religious and cultural differences, the development of British consumer society in the 18th century (sensibility)(sentimentalism) popular and close relations between the two sides, the development of the middle class platform, the development of literature, welfare and charity ideas, the development of the Japanese middle class platform, the development of the Japanese "lyric" system, the development of welfare and charity, the development of the social ideological system, the development of social ideology. Meiji Industrial Park Poverty issues in the Edo period, urban and rural areas, the people's political action, the town people's rescue measures, the shogunate material introduction, the staff's financial stability The problem is that Meiji state monopolizes capitalism, and the idea of well-being is to eliminate it. The Meiji government opposed the establishment of the United Kingdom's poverty alleviation center, the rescue of the poor, and the coercion of the political elements. The survey was conducted in the middle class, and the charity activities were conducted in the middle class, and the poor people were investigated in the middle class. The acceptance of good intentions in Japan and the pursuit of the spirit of utilitarianism and ethical capitalism in Britain are reflected in the process of self-help. This paper analyzes the background of religious thought, the content of literary works, the relationship between poverty and charity in Japan, and the necessity of charity in Japan.
