项目摘要

昨年度、日本の金融政策の政治行政過程を分析した研究を学位論文としてまとめ、博士の学位を取得した。本年度は、まず第1に、その博士論文の一部を構成しており、昨年度中に書き上げていた論文「比較政治経済学の発展と日本の政治経済」を公表した。第2に、博士論文を単著として公刊すべく、加筆・修正を行った。修正にあたっては、まず、1970年代後半から80年代前半にかけて日本経済が良好なパフォーマンスを示した原因としては、従来注目されてきた、所得政策と労使間の賃金交渉制度に加え、日本銀行の金融政策が重要であったことを、最近の欧米の比較研究の枠組みに依拠し、より理論的に明晰な分析となるように留意して論証した。次に、90年代の不況の原因について、経済学者によって論じられているさまざまな説を紹介し、それらを検討した。その結果、90年代前半においてはバブル経済期の過剰投資の反動としてのストック調整が、90年代後半においては金融システム不安と金融機関の「貸し渋り」が、不況の主因であることを明らかにした。そうすることで、博士論文で行った政治行政過程の分析が、日本経済の変動を説明する上で重要だということを明確に示そうとした。第3に、経済産業研究所が主催している日本政治学会・ヨーロッパ政治学会の共同研究、「危機の政治学研究会」(代表:久米郁男神戸大学教授)に参加し、Torsten Svensson (Ass. Prof, Uppsala University)、真渕勝京都大学教授とともに、日本とスウェーデンの金融危機の比較研究を行っている。論文は3月に完成する予定である。第4に、経済産業研究所が主催する「バブル問題研究会」(代表:村松岐夫京都大学教授)に参加し、90年代前半において、金融当局が金融問題への抜本的な対応策を実施せずに「先送り」した原因を研究している。論文は9月に完成する予定である。
