平成13年度までに本研究は、まず第一に、1886年のプロイセン内地植民法が、同時代の税制体系改革問題や農村地方制度改革問題の推移と連動する積極的な農村自治体創出政策として成立したことを解明した。また第二に、同法の施行局面に検討を加えた結果、同政策が、単なる土地分割・自治体創設政策にとどまらずに、新たに創出された農村地域経済と村自治の持続的発展を支援する総合的な農村地域開発政策として、いわば施行実務のレベルにおいて発展的に展開されたことを把握した。以上の成果を踏まえ、平成14年度は、Geheimes Staatsarchiv PreuBischer Kulturbesitz(ベルリン)を訪問して旧プロイセン王国農業省・農業審議会関連の未刊行文書等を閲覧・収集しつつ、上記政策を農政の政策形成過程全体の中に位置づけようと試みた。その結果・主として以下の点が判明した:(1)1870/72年の農業審議会制度の近代的再編に伴って、農政の政策形成過程は甚だしく混乱した。政府と審議会の緊張関係は、税制改革問題と農会の議会選挙活動問題を巡って頂点に達し、農相は審議会の事実上の閉鎖(75-77年)をもってこれに対応した。この間、議会側の内地植民政策への要望に対し、農業省・内閣はその法制化を試みなかった。(2)税制改革に関する政府の議会戦術の転換(77-79年)に伴って、農業省と審議会の関係も一定の範囲で改善された。ここにおいて農業省は内地植民政策のための法制化実務に着手したが、同省が注視したのは必ずしも審議会=大規模農業利害ではなく、むしろ議会でキャスティング・ヴォートを握る農民層と、これに関わる農村地域金融問題であり、そのために特に社会政策学会を調査・立案実務に参加させた。(3)86年法の総合的地域開発政策としての施行は、議会や法律テキスト以上に、(2)の行政実務レベルの政策合意に質的に対応するものであったといえる。

This study was conducted in 1886, the first year of the reform of the local tax system and the second year of the reform of the rural local system. Tensions between the government and the review committee, tax reform, parliamentary election activities of the agricultural association, and the closure of the agricultural review committee (75-77) The Ministry of Agriculture and the Cabinet of Ministers of the Republic of China are trying to legalize the policy of the people in the Mainland. (2)The tax reform was related to the change of government's parliamentary technology (77-79), and the relationship between the Ministry of Agriculture and the deliberation committee was improved to some extent. The Ministry of Agriculture has begun to implement the legalization of agricultural policies in the interior, and the same province has been watching the review meeting = large-scale agricultural interests, the parliament has been watching the implementation of agricultural policies in the rural areas, and the special social policy society has been investigating and filing cases. (3)86(2) The administrative affairs of the State Council shall be carried out in accordance with the requirements of the laws and regulations of the People's Republic of China.
