今年度は、前年度に引き続き、先住民政策における「文明化」(=広義の「教育」)の概念を基軸として、先住民(南西部のプエブロ)の習俗に関する事例研究を行った。その成果の一部は、「1920年代の『トライバル・ダンス』論争-その展開と歴史的意義-」と題した論文(『一橋論叢』(第128巻第2号、2002年8月)として発表した。同論文においては、1920年代の先住民のダンス規制(内務省の通達)をめぐる論争に即して、論争の争点を具体的に検討し、同論争が最終的にもたらした意義を明らかにした。この論文の分析対象は、政策提言・施行する非先住民側の先住民政策論であった。けれども、当時の先住民がダンス規制論争へどのように対応したのか、また、それはどのような想念や歴史認識の表明であるといえるのかといった点についても検討しなければならない。更に、現在の保留地におけるダンスに関する論争-例えば、一部のダンスを非公開にすることやダンスの撮影や録画等を禁止・制限することについての論争-とも関連づけて、1920年代のダンス論争を論じる必要がある。これらの課題については、第27回アメリカ史研究者夏期セミナー(2002年9月22日、於成蹊大学)において発表した。今後は、経済・政治・国民統合が進んだ20世紀初頭において、先住民社会内部ではどのような変動みられたのか、そしてそのような変化に対し先住民側ではいかなる葛藤や適応がみられたのかを考察する。具体的には、南西部のナヴァホの事例に即して、土地制度、法的地位、学校教育の三つの要因に焦点を絞って分析していきたい。

This year, we conducted case studies on the concept of "civilization"(meaning "education") in the context of indigenous policies and customs in the South and West. A part of the results of the paper is "The controversy over the development of the history of the 1920s-" and the paper "Ichihashi Discussion Series"(No. 128, No. 2, August 2002) is presented. In the same paper, the author discusses the dispute over the regulation of the ancestors in the 1920s (the access of the Ministry of Internal Affairs), the specific discussion of the dispute, and the final significance of the dispute. The analysis of this paper is aimed at the discussion of policy proposals and implementation of non-indigenous policies. In the past, the indigenous people of that time have been arguing about the regulation of agriculture and rural areas. In addition, there are some disputes about the reservation in the 1920s, such as prohibition and restriction. The 27th chapter of this research project was published by the researcher Xia Ji (September 22, 2002, at Seiki University). From now on, political and national integration will advance. At the beginning of the 20th century, the internal movement of the indigenous society will be investigated. The concrete analysis of the three main factors of land system, legal status and school education is carried out.
