项目摘要

研究目的本研究は、金融部門を含むロシア経済計算可能一般均衡(CGE)モデル(プロトタイプ)を作成し、家計貯蓄行動に焦点をあてたロシア経済構造分析をおこなうことを目的とした。研究成果本研究において、CGEモデル作成方法論、およびウズベキスタンCGEモデル(プロトタイプ版)作成の2点で具体的成果をあげ、研究発表リスト文献においてこれらの成果を発表した。これらの成果のうち、実際のデータから中規模CGEモデルを作成する標準的手順の提唱と解説は、これまで他に例がないものであり、経済学の教育・研究インフラの整備という点でも意義があったと考える。ウベキスタンCGEモデルの完成は、プロトタイプであるならば、条件さえ整えばロシアCGEデルの作成が可能であることを示すものである。一方、ロシアCGEモデル(プロトタイプ)は次の問題により作成できなかった。(1)1995年ベンチマーク産業連関表と国民経済統計間の非整合性に関連して、ロシア統計当局が統計指標の修正を繰り返しおこなったこと。(2)1992-98年各年のロシア・ミクロ統計を分析した結果、統計的にはロシア家計貯蓄(預金)率はこの期間ゼロになることを発見したこと、の2点である。今後の研究計画ロシアCGEモデル作成の障害のうち(1)は、国民経済計算との整合性を高めた1996-97産業連関表が最近公表されたことで解決の見通しがついた。(2)は、金融CGEモデル作成上はやっかいな問題であるが、それ自体はロシア経済の本質的理解にかかわる興味深い発見である。この事実を確認、分析するため、ロシア人研究者との共同研究を企画している。その一部は日本学術振興会の平成14年度研究者招へい事業として実現する予定である。また「マイクロ・データにもとづくロシア経済構造分析用CGEモデルの構築」として平成14-16年度基盤研究(C)に応募している。
