An Interdisciplinary Study of Tokai-mura Criticality Accident and the Development of Atomic Plant Disaster Prevention Manuals Used in Community Education

The objects of this research project are to study Tokai-mura criticality accident in 1999 interdisciplinary, and to develop atomic power disaster prevention manuals to be used in local community education. The project was implemented by researchers at the Institute of Regional Studies, Ibaraki University, and a part of collaborated research project with Tokai-mura government and Joyo Area Research Center.The first outcome of the interdisciplinary study is the survey data on citizens' opinion on the accident in 11 local authorities and its analysis, which reveals citizens' information sources of the accident, their evaluation of local governments' performances, their consciousness of possible another atomic power accident in Tokai-mura, and so on. The second outcome is multi-scientific research on some aspects of the accident, which is implemented by social and natural scientists at the institute. It describes the harmful impact of the accident on local communities and their natural con … More ditions, the way to prevent disasters and rescue citizens materially and socially, local citizens' opinion on atomic power in the area and anti-nuclear movement in France, and the decision-making processes of local governments' policy on the disaster prevention and community reconstructuring.The outcome of the latter part of the project is a series of videotape teaching materials and manuals on atomic power disaster prevention. It contains videotapes on local community and crisis management, biological impacts of radioactivity, natural scientific facts of the accident, the assessment of radiation, chemical treatments used in Chernobyl atomic power accident, atomic power plants and safety urban development, sustainable energy consumption and citizens' life, and newly developed energy resources. Researchers at the institute used these materials in the course of lectures on disaster prevention, which was open for both students and citizens.Basing on the outcomes of this research project, the institute held symposiums at the university, and they were highly evaluated by local citizens, governments, and media.
