项目摘要

本年度は、(1)環境配慮行動の不実行のメカニズムである正当化モデルの拡張およびそのモデルから導出できた予測の検証と、(2)地域によって異なる制度(廃棄物処理制度)が個人の行動にいかに影響を与えるか、について検討した。環境配慮行動の不実行のメカニズムに関しては、昨年度まで検討した正当化モデルと認知的不協和理論のような社会心理学的なモデルを合理的選択理論の観点から接合し、詳細な分析を行った。分析の結果、(1)リサイクル実行者は非実行者よりも他者がリサイクルに協力していると考える傾向があり、全般的には、合意性の過大推定効果がある程度みられる、(2)学歴と移動経験によって統制すると、高卒・中卒で生まれてからずっと仙台市に居住していた人を除いて、合意性の過大推定効果が見られる、ということなどが明らかになった。これらの分析結果に関しては、学会報告を行ったほか、現在、英語論文を作成中である。また、これまでの分析において、個人の環境配慮行動の不実行に決定的な影響を与えるのは、地域の制度である、ということが明らかになった。そこで、全国の都道府県別全市町村の廃棄物処理制度に関するマクロデータを作成すると同時に、複数地点おける廃棄物処理制度の質的データを収集した。分析の結果、制度の成立に影響を与える要因として、(1)既存の制度を変更せざるを得ない切迫感(最終処分場の閉鎖など)、(2)循環型社会へ転換しようとする社会の動き、(3)モデル制度の存在、(4)担当者の政策的志向、(5)財政規模、などがあることが明らかになった。また、制度の種類によって行為者に働きかける影響が異なる可能性があることがわかった。行為者のコストが非常に大きな制度であっても、小さな市町村においていったんそれが定着すると、不実行者の割合が非常に低くなり、個人の規範意識が高くなるのである。これらの分析結果に関しては、現在、日本語論文を雑誌に投稿中である。
