幕政史と藩政史の構造的連関性を総合的に把握することによって、幕藩制国家の沿岸警備体制を再構築し、東アジア世界のなかでの幕藩制国家の特質を明らかにすることを目的として研究を進めた。特に従来、幕府レベルの政策の大名レベルへの影響、それに伴う諸大名の対応という、幕藩間における政策の相関性・連動性などが不明確であり、昨年度から行っている個別事例の検討を継続して行った。「漂流民送還船への幕藩制国家の対応 -貞享二年の南蛮船来航をめぐって-」(『洋学史研究』掲載決定)家光政権の政策がいかに幕藩制国家に根付き、機能し得たのかという問題については、十分な検討がなされてこなかったことから、貞享二年の南蛮船来航を事例に、その時の対応を具体的に解明し、この事例が徳川政権の対外政策にどう位置づけられるのか考察した。その結果、(1)在長崎の長崎奉行川口源左衛門(宗恒)が、南蛮船の来航目的と船・船員の調査を踏まえた上で「別条無御座船」として対応に当たり、大名側の対応を抑制する動きを見せたこと、(2)そして、幕府の方針が長崎に伝えられても、川口源左衛門(宗恒)は一貫した方針でことにあたり、大名側の対応を制御した。また、大名側もそれに従うかたちで対応にあたったこと、(3)さらに幕府(老中)の対応としては、南蛮船を帰帆させ、「跡々之例等考」え、事後報告として老中に伝えるという体裁で今回の南蛮船の来航を処理した。つまり、「御制禁」である以上ただ単に船を帰帆させることが幕府には出来ないため、長崎奉行レベルでの事件としてこの件を幕府が位置づけようとしたことが明らかになった。
