情報公開法の施行以降、公文書の公開が進んでいるとはいえ、戦後日本形成期(1950〜1970)の政治史研究は、信頼にたる歴史記録としては必ずしも考えられてこなかったインタビュー記録を用いなければ、有効な研究自体が成立しない。そのことを自覚し、文書と口述記録との両面からこの時期の研究を試みたものは少ない。本研究の目的は、戦後史研究上のこの問題点を踏まえ、(1)インタビューをふんだんに用いた画期的業績と言ってよい『昭和史の天皇』(全三十巻、読売新聞社)の基となったインタビューテープ(政策研究大学院大学保管。平成16年度に寄贈予定)を用いてインタビューの方法論を研究し、(2)インタビュー技術の先進国であるアメリカでノウハウを学び、(3)国内で広くインタビューを聴取し、(4)新しいタイプの研究論文の発表に漕ぎ着けることであった。最終年度である本年度は、これらの課題の集大成の時期であったが、ほぼ満足のいく結果が出たと自負している。(1)(2)については、東京大学先端研と政策研究大学院大学オーラルヒストリープロジェクトオフィスが共催した国際シンポジウムにおいて、「アメリカにおけるインタビューの方法論」として、それまでの二回に亘るアメリカでの調査を踏まえた報告を行った。この記録は、16年度中に報告書として纏められることになろうが、この報告を踏まえた論文を現在準備中である。更に、15年3月には、二週間の行程で、アメリカのワシントン、ロサンジェルスで調査および意見交換を行った。16年度には、ADST(バージニア)、CSIS(ワシントン)のスタッフと、アメリカ国務省の知日派外交官、および80年代の日米貿易摩擦に関するインタビューを共同で実施する予定である。それによって、当該時期の日本外交に新しい視角から切り込むことが出来るだろう。(3)については、下に記すような成果を含め、六つのインタビュー記録を報告書の形で公開し、全国の主要な図書館に寄贈した。また、この時期の証言が可能な歴史の証人の数も多くはなく、インタビューを積極的に行うことが最大の課題であることを痛感し、更に、小田村四郎(大蔵省)、山下英明(通産省)など、10人のインタビューを現在実施中(16年度公開予定)である。また、平和・安全保障研究所におけるプロジェクト準備委員として、自衛隊創設50周年を記念した共同研究企画を考案中であり、更に、元衆議院議員・松村謙三の個人資料と関連インタビューも試みている。その他、宮沢喜一史料、松野鶴平史料など、戦後の主要な政治家の個人史料の発掘にも成功し、「歴史記録」の発掘・整理には期待以上の成果を出すことが出来た。(4)については、共同執筆者の事情もあり、残念ながら今年度中には間に合わないことが明らかとなったが、一つは『佐藤栄作日記とその時代』(共著、仮題、日本経済評論社)として、もう一つは『重光葵 ある日本外交史』(単著、仮題、ミネルバ書房)として、何れも16年度中に完成予定である。

Since the implementation of the Information Disclosure Act, the publication of public documents has been advanced, and the political history of Japan during the formation period (1950 - 1970) has been studied. The history of information has been recorded. A study of the period of time in which the author wrote the book The purpose of this study is to address the issues raised in the study of post-war history, including: (1) the performance of the "Showa History of the Emperor"(full 30 pages, news agency) and the basis of the "Policy Research Institute"(University custody). In 2016, the Ministry of Science and Technology issued a grant to study the methodology of application,(2) advanced countries of application technology,(3) domestic application,(4) new research paper development. The final year is the year when the topic is concentrated. (1)(2) The University of Tokyo Graduate School of Advanced Studies and Policy Research University has been conducting research on the methodology of international research and development. The report of the 16th year of this year is currently being prepared. In addition, in March 2015, two weeks of travel, research and exchange of views were conducted. In 2016, the Ministry of Foreign Affairs, the Ministry of Foreign Affairs and the Ministry of Foreign Affairs jointly implemented the pre-determined plan for the implementation of trade frictions between Japan and the United States in the 1980s. When the Japanese calligraphy of this period is in a new perspective, it will be cut off and come out. (3)The results of the report are published and presented to major libraries nationwide. The number of witnesses who testified during this period is many, and the number of active witnesses is the biggest problem.
