项目摘要

本研究は,制度の異なる国家間でのインターネット利用による電子決済物流,つまり国際電子商取引の実現を目的とする.そこで我々は情報公開を原則として大学や民間の関連機関などで構成されるチャイナ保証ネットワーク(CHN)コンソーシアムを結成し,近い将来実現すると予想される日本と中国における国際電子商取引の基本となる信用保証問題の研究を進めている.国際電子商取引は,会員制の信用取引を基本とするが,異なる商習慣から取引事故の多発が予想される.現行の民事法は国際間の処理制度規定が整っていないため,民間の国際商取引に関わる損害保険制度を応用した電子決済物流に関わる信用保証制度の研究が待ち望まれている.昨年度行った日中国際電子商取引のリスクに関するリスクコントロール(事前の予防対策)とリスクファイナンス(有事に備えての保険や他の財務手段の整備)の二つを軸としたリスクマネジメントのシステムをもとに.今年度は実際のWebアプリケーションの開発を行った。開発はオープンソースプロジェクトであるApacheのJakartaブロジェクトで公開されているHTTPサーバApache、サーブレットコンテナTomcat、MVCフレームワークStrutsを採用し、開発の効率化と一般化を図った。本Webアプリケーションはメーカ、顧客、物流機関、金融機関、保険機関、商品検査機関を接続し、各機関に必要な情報を入力してもらい、集積された情報を加工・処理して、各機関に提供するものである。つまり、国際貿易の商品情報、物流情報、金融情報を管理し、リスクを各機関に公開するシステムを構築した。結果、本Webアプリケーションは化学原料であるグラスファイバーの日中間の電子商取引で用いられるに至った。

This study aims at the realization of electronic logistics and international electronic commerce by means of different systems among countries. The principle of information disclosure in China and the research on credit guarantee issues in Japan and China is proposed. This website provides services to customers, logistics agencies, financial agencies, insurance agencies, and commodity inspection agencies, as well as necessary information for each agency to process, process, and provide information to each agency. Information on commodities, logistics and finance in international trade is managed and opened to the public by various agencies. As a result, the Web site has developed into a chemical raw material that can be used as an electronic resource.
