平成12年12月以来2年間、シシラ・クマラ博士と私は南アジアにおける核拡散に対する日本とニュージーランドの対応に関する比較研究に従事してきた。最初の一年、主として両国の反核政策に関する文献・資料の収集と、研究調査に専念した。同時に軍縮・軍備管理の専門家や広島などの反核市民団体の人々を訪問して日本の反核政策や核兵器廃絶運動にかかわる彼らの見解と資料を収集した。次年度では、収集した資料や情報を研究目的にそって整理し、各章の概略と問題点の記述を終えた後、南アジア諸国の核拡散に対する日本とニュージーランドの政策について南アジア諸国の見解とインド・パキスタンの核開発の意図を聴取するために南アジアとシンガポールの研究機関の訪問を計画した。しかし、国際テロによる緊迫した南アジア情勢により私はシンガポールまでで停止したが、シシラ博士はシンガポール、インド、スリランカの研究機関を訪問し、著名な研究者と会見して貴重な情報を得た。パキスタンの研究機関とも接触し、訪問を計画していたが、インド・パキスタン間の緊張で中止せざるを得なかった。当初の研究計画では南アジアをめぐる新たな政治・軍事情勢を想定していなかったのであるが、今回の訪問で得た情報を追加して研究報告書を完成した。この研究報告の成果の概要を神戸学院法学の研究雑誌に本年3月末、発表する。
