本研究の第2年目には、昨年の作業と現地調査に基づき、収集した資料を分析・考察し、報告書及び論文の作成に努めた。1.調査した甘粛省小城鎮の開発実態を明らかにした。省内の小城鎮は昨年の中間報告で指摘したような問題点を抱えているが、近年、同省の指導部門は積極的に東部地域の小城鎮開発の経験を導入しようとしており、特に鎮内の道路建築や市街地建設などハード面の経験導入が見られている。2.西部地域の小城鎮開発における人材と教育へのニーズを考察した。(1)現時点では、起業人材が至急のニーズであるが、その具体的な方策が早急に求められる。(2)初等職業技術を持つ労働者が必要で、初等職業教育を求めている。(3)長期的に見れば、小城鎮の産業発展につれて、中級技能労働者と高級技術人材も必要となる。その場合の対応策も大きな課題となりつつある。3.西部小城鎮のニーズと教育資源を併せて考察し、東部地域の有効な教育改革経験の適用性を検討した。(1)東部地域が実践してきた前期中等普通教育に当たる「3+1」、「3+X」制の職業技術教育、「初中浸透」と「初3分流」の制度は導入可能である。(2)西部地域の環境再築を配慮し、東部地域で進んでいる環境教育、「緑色証書(農民の農業技術証書)」教育の導入は重要な課題となる。(3)東部地域に有効である「双重証書」、「双重学籍」制の教育、並びに「一校多能型」、「双元制型」などの職業教育制度の導入は、今後の有意義な課題であると考える。以上を踏まえ、2年間の研究結果を約200頁の報告書にまとめた。報告書の構成は次の通りである。序章 研究の目的及び方法第1章 東部地域の小城鎮開発の回顧第2章 東部地域の小城鎮開発における労働者と人材育成の経験第3章 西部大開発の概要第4章 西部大開発における小城鎮開発の課題第5章 西部大開発における教育改革の新動向終章 西部地域における東部小城鎮の開発経験の適用性分析
