项目摘要

本年度はまず、資源としての野生動物と家畜に関して、両者の差異と連関、および代替可能性について、環境経済学における野生動物の価値体系から分析し考察を進めた。アフリカの動物保護地域では、地域住民による狩猟が最大の「問題」とされ、近年では、野生動物の代替として家畜飼養を増進することが提案される。しかしながら、タンザニアのセレンゲティ国立公園周辺地域を事例とする分析からは、この地域に暮らすイコマの人びとが積極的に食肉として利用するのは家畜よりも野生動物であることが明らかになった。イコマは味覚として家畜肉を好みながらも、社会関係を構築する媒体や供儀獣といった家畜の持つ非消費的な利用価値を重視していた。考察では、資源の持つ多様な機能の総体をふまえることで見出される展望を示した。また、2005年2月から3月にかけて、タンザニアでの調査を実施した。ここでは、昨年から進出してきたアメリカ系観光企業と地域コミュニティに関して聞き取りを行った。この企業は、国立公園と村落の間に存在する猟獣保護区の使用権を獲得しており、国立公園よりもさらに強固な自然保護区を作ろうとしている。厳密な密猟防止パトロールを実施し、ある村に対しては全村移住を迫る一方で、学校や井戸の建設・奨学金の支給といった、社会支援事業も多数実施している。このような自然保護と開発という、飴と鞭をあわせもった外部からの介入に対して、これまでイコマの人びとは、パトロールの隙を見つけては狩猟を継続するという、非組織的で改革を志向しない「弱者の武器」(Scott 1985)による抵抗を実践してきた。しかしながら、本年度の調査で得られた事例では、組織的で権力に正面から向き合い、法制度にのっとった近代的な抵抗が若者を中心に実施されていた。この事例に関して、コミュニティ内部のポリティクス、資源としての土地の性質に着目して分析を行った。
