项目摘要

外国において特殊教育を必要とする児童生徒の教育の機会均等化を促進するために求められる実現性のある解決策や対策を提言するため、今年度は以下の研究を行った。障害児童生徒の教育機会均等化を外国において実行可能とさせる条件を総合的に考察するために、いち早く1982年より障害のある児童生徒を受けいれ、その後も障害の種別や程度の異なる児童生徒の受け入れ体制を展開してきたシンガポール日本人学校を取りあげた。具体的には11月24日から12月5日の間にシンガポール日本人学校(クレメンティ校小学部・チャンギ校小学部・中学部)を訪問し、管理職及び養護教育担当者に養護教育の現状と課題について聞き取り調査を行った。また、プライバシーの保護を厳守することを条件に、養護教育展開の経緯を示す資料の閲覧を行った。さらに、12月から2月の間に、養護教育展開過程の経緯に記録されていない初期の時期について、当時の保護者および教育関係者を対象に聞き取り調査を実施した。その際、氏名の公表の可否について尋ねた。特殊教育のはじまりは20年ほど前に遡るため、当時の特殊教育関係者の記憶があいまいな点もあった。そのため、聞き取り調査においては、まず文書で残された記録の有無を尋ねた。(現在、執筆中)また、アメリカ合衆国と国内において他言語環境下にある障害児童生徒については、前年度の調査結果を基に、分析、比較、検討を行っている。
