平成15年度は、研究課題に即し、引き続き熊本県阿蘇地域における入会牧野を軸に、畜産的土地利用が空洞化するメカニズムを析出するとともに、今後の再編を視野に入れた課題の整理を行った。その際には、入会牧野が卓越する他地域との比較を視野に入れ、研究活動を行った。研究活動の実績としては、(1)現地実態調査、(2)研究内容の実践現場への還元、(3)研究内容の学際的な還元、(4)関連研究会への出席、の4点に大きく集約される。詳細は以下の通り。(1)現地実態調査【triple bond】引き続き阿蘇郡内における牧野組合を対象に、一の宮町(H15年8月)、阿蘇町(H15年10月)、小国町(H16年1月)において、牧野の利用と管理に関する実態調査を実施。各牧野における空洞化進行の現状と、それに対抗する再編要素の析出を行った。加えて、阿蘇地域と比較する視点から、大分県久住町・直入町(H15年8月)において同様の実態調査を行った。(2)研究内容の実践現場への還元【triple bond】研究内容の社会的貢献を図るため、(1)における調査結果の概要報告を各所で実施した。報告先は、牧野関連の施策を立案する熊本県阿蘇地域振興局農業振興課、牧野活性化センター、一の宮町・阿蘇町・小国町の各役場担当者など。(3)研究内容の学際的還元【triple bond】H14秋に土地制度史学会において個別報告を行った研究内容を深める形で、今日的牧野研究の位置づけを当該学会誌に投稿し、本研究の成果の一部を発表した。(4)関連研究会への出席【triple bond】入会研究との関連から地域・集落自治分野との接続を図るべく、長野県飯田市において自治体職員と研究者が組織する「自治体職員のあり方研究会」に出席し、地域資源管理の主体形成に関して議論を重ねた。また、入会牧野が卓越する鳥取県三瓶山における研究チームの研究会に出席し、阿蘇地域における実態を報告するとともに、両地域の相互比較の視点から議論を深め、研究内容へのフィードバックを図った。
