This research examines conditions for a balance between tourism/leisure development and the environment in the Seto Inland Sea area and aims to propose an adequate type of tourism that contributes to the regional economy and society without putting any additional burden on the environment. Funck concentrated her research on marine leisure mainly in Hiroshima and Ehime prefecture, especially on the situation of pleasure boats, the behavioral patterns and attitudes of participants, the development of marinas and the attitudes of local inhabitants towards tourism. As a result, it seems more desirable to promote multiple use or reuse of existing harbors and facilities and to device occasions for participation while providing knowledge on marine leisure, rather than develop new facilities solely for marine leisure. While learning through experience and different forms of marine leisure are spreading, it is necessary to adjust these uses to traditional sea use like fishery and shipping. On the other hand, environmental problems in the area provide useful examples for learning through experience. Kimoto looked at regional development initiatives in the Yanai/Oshima area (Yamaguchi prefecture). With the completion of the Oshima bridge a shift occurred from policies to attract industry towards the promotion of tourism. He introduced some local initiatives to promote tourism that take consideration for the environment. Under the aspect of ecotourism and environmental education, Asano investigated ecotourism in Miyajima and the use of the Inland Sea as a resource for environmental education in municipalities. He found that in environmental education, the Seto Inland Sea is not recognized as a whole, but rather as one place among others to provide contact with nature for children.Although a diversification of tourism/leisure can be identified, the potential of the "sea" for tourism is not yet fully recognized. It was shown that, while on the one hand, contact with the sea through tourism/leisure activities heightens awareness for the environment, these activities put further stress on the environment and policies of adjustment are urgently required.
