(1)本研究は韓国政党制に対する冷戦の影響を解明しようとするものである。本年は最終年度である。研究目標の一部として設定したように、成果を出版のための草稿としてとりまとめるための作業が中心となった。本研究では韓国の政党制の基本的な特徴を整理し、それらの特徴が朝鮮戦争後の1950年代、すなわち冷戦の前期にかたちづくられたという結論にいたった。すなわち権力掌握後に「与党」が形成される、「反共」という理念を共有する範囲内で「野党」の存在が許される、与野党間では「民主化」が象徴的な争点とされること、さらに憲法が具体的な争点となることが、韓国政党制の特徴である。そこでは朝鮮戦争という冷戦史上の画期をなす事件の影響が色濃く反映している。また冷戦の国際環境を与件として、国内政治を制約していることが判る。しかも、そのような政党制の諸特徴は数度の政治体制の変動にもかかわらず、1987年の「民主化」まで継続した。そこでも紆余曲折を経ながらも、冷戦という国際環境の規定力が一定発揮されたことを示している。他方で、南北間の体制間競争の帰趨が明らかになる1980年代には「民主化」への過程が開始した。与件としての冷戦の「変質」は、国内政治過程において諸アクターの行動様式の変容をもたらし、最終的に「民主化」をもたらした。しかし「民主化」後の政党制にも、なお冷戦期の影響が残存している。そのような知見は政党制論の範疇を超えて政治体制論的な射程をも持つと考える。(2)以上の結論の概観については、2002年10月8日におこなったポーランドの国立ポズナン大学の招待講演で整理し報告した。また同様に本研究の成果のアウトラインは、後掲の石川・平井編『終わらない20世紀』法律文化社、2003年2月刊において、韓国政治史の通史というかたちでも公開している。(3)出版草稿の最終的な補足のため、年度の末ではあるが3月に渡米する。(4)本研究の成果は最終的に平成15年度中に出版される予定である。ただ出版草稿は、本研究が当初設定した冷戦期全般にわたるものではなく、その一部、とりわけ形成期(大韓民国の建国から1960年の「4月革命」にいたる李承晩政権期)に焦点をあてたものとなる。

(1)This study explains the influence of the Korean party system. This year is the final year. A part of the research goal is to set the results and publish the draft. This paper summarizes the basic characteristics of Korean political party system and concludes that Korean political party system is the most important political party system in Korea since 1950. The characteristics of the Korean political party system are: the existence of the "opposition party" within the scope of the common concept of "anti-communism" and "democratization" between the opposition party and the opposition party. The impact of the Korean War on the history of the country is reflected in the color of the country. The international environment and domestic political constraints The characteristics of the party system changed several times during the political system, and the "democratization" of 1987 was launched. The international environmental regulations must be implemented in a timely manner. In the 1980s, the process of democratization began. In the process of internal politics, we should change the way we act, and finally we should democratize. The influence of the party system after democratization remains. The scope of political system theory is beyond the scope of political system theory. (2)The above conclusions are summarized in the report on October 8, 2002. The results of this study were published in the February 2003 issue of Law and Culture Society, edited by Ishikawa Hirai. The General History of Korean Political History. (3)The final draft of the publication is completed in March. (4)The results of this research will be published in the middle of Heisei 15. The draft of this study was originally set at the beginning of the cold period, and the formation period of the Republic of Korea was set at the beginning of the April Revolution.
