本研究は、持続的発展における廃棄物リサイクリングの意義について検討することを目的として出発し、2年にわたって行った調査・研究により、以下のような成果が得られた。研究期間の1年目は、リサイクリングにおける現実の問題を把握するため、題材として有機性廃棄物を選び、窒素の需給バランスを計算するためのモデルを構築するとともに、福島県を事例としてそのモデルの適用を試み、有機性廃棄物の潜在的なリサイクリングの可能性について定量的な検討を行った。さらに、有機性廃棄物のリサイクリングについていくつかのシナリオを設定し、それぞれのシナリオについて廃棄物量および二酸化炭素の排出量といった環境負荷の推定を行った。これらの調査研究結果は、福島大学行政社会論集において発表した。研究期間の2年目は、従来から思案を進めていた環境-経済の統合モデルをさらに発展させ、現実においてよくみられるカスケードリサイクリングを明示的にモデルに取り入れ、それを用いて、リサイクリングを促進するための経済的手法の効果を検討した。その際、生産関数における処女資源およびリサイクル資源の代替効果に注目し、リサイクリングが必ずしも廃棄物削減効果をもたらすとは限らないことを示した。この結果は、廃棄物学会において発表した。また、2年間を通じて、環境を考慮した経済成長モデルに関する文献のサーベイを進めていくうちに、経済成長における需要サイドの機能に関する議論が希少であることが明らかとなったため、アマルチィア・センが提唱した財の潜在能力アプローチを用いて新たに需要モデルを構築し、リサイクリングの促進が消費者における財の潜在能力の向上にどれほど寄与するのかを検討した。なお、この結果については投稿準備中である。
