本研究の目的は、地球温暖化防止対策としての企業の自主的な取組やその社会的協定化が、どの程度の環境保全的効果や費用対効果があるのかを分析し、それを実現するために必要な条件や政策を検討することである。今年度の研究計画は、これまでの地球温暖化防止政策及び、企業の環境対策の自主的取組に関する論文・資料の収集と整理を行うとともに、日本とドイツの産業界の自主的な取組に関する統計データ・資料の収集・整理を行い、それらの現状と問題点を整理することであった。今年度の研究実績は次の通りである。第1に、環境対策における企業の自主的な取組を分析するために必要となる地球温暖化防止に関するドイツと日本の公的機関による統計を入手して分析を行った。第2に、国際規格のISO14000シリーズやEU規格のEMASなどの環境管理システムに関する資料や文献を収集して整理を行った。第3に、企業の環境対策の自主的な取組に関する主な学説を経済学的・環境政策論的な観点からの整理を行った。第4に、1996年から2002年までに公表されている経団連「環境自主行動計画」の地球温暖化対策の進捗状況を分析して、その効果と問題点を明らかにした。第5に、ドイツで資料や情報収集を行うとともに、政府関係者や第三者評価機関であるRWI(ラインヴェストファリア経済研究所)からヒアリングを行い、ドイツ産業界の自主宣言の政策的特徴や、ドイツ企業の地球温暖化対策の自主的取組の現状を分析して、その効果と問題点を明らかにした。
