项目摘要

本研究は、1970年代、80年代の日本の労働市場において、雇用の女性化の進行と女性パートタイム労働の増加を背景にしながら展開された、労働組合の運動・政策のあり方について分析することである。平成14年度は、申請研究初年度からおこなっている労働組合資料・関連文献の調査・収集を継続しつつ、収集した資料を用いて労働組合の政策分析を進めた。この申請研究では女性組織の役割に注目してきたが、労働市場の変化への対応が、外部・内部労働市場においていかに実現できるかという、実行可能性の構造的解明も必要であることがわかった。ただし、1980年代はナショナルセンターの統合問題が進行するため、この文脈に留意することが必要と考える。前年の統計資料による基礎的把握をふまえ、労働組合の運動・政策を分析するにあたって、同時期の女性雇用や女性パートタイム雇用の拡大に対し、労働組合内の部局が対応策を打ち出すとともに、その検討が組合内部局だけにとどまらず、女性組織や地域レベルの運動においてもみられたことである。また、労働組合関係者への聞き取り調査によっても当時の取組の状況について知ることができた。他方、労働組合の活動の中で男女平等への国際的動向にも注意が向けられ、ナショナルセンター傘下の大会組織の一部では、関連するスローガンも登場してくる。
