项目摘要

本研究は、基礎自治体の連携、広域圏行政による土地利用計画と開発規制の可能性を明らかにすることを目的としている。都市計画区域マスタープランに着目し策定における都道府県と市町村との連携方法、並びに、地方分権化の推進に伴う市町村合併後の広域都市計画のあり方を明らかにした。本研究の分析手法としては、都道府県と、静岡県の都市計画区域を持つ74市町村に対するアンケート調査、並びに文献調査による。研究を通して、(1)区域MPは都道府県の中で決定する傾向が見られ、基本的には市町村が参画し策定を行うボトムアップ型にはなっていなかったこと、(2)都道府県が区域MPを主体的に策定する必要のある理由としては、市町村の枠組みを越えた広域都市計画をも束ねる役割を担うことに加えて農業政策などの都市計画以外の関連各課との土地利用調整がきわめて重要なためであること、(3)区域MPは都市計画区域の内外に関わらず、関係各課との連携の上に土地利用転換を図るべき地域、保全すべき地域を明確に提示する方向性にあること、(4)区域MPと市町村MPでは役割分担の下に計画策定を行うという認識を都道府県と市町村の両者を持つこと、(5)市町村合併によって都市計画区域が変化する場合、都市計画区域ごとの区域MPだけでは対応できない可能性が明らかとなった。今後、(1)区域MPの策定では、農業政策との土地利用での調整の必要性が高く認識されていたが、加えて、市町村合併を担当する企画・総務といった担当部所との連携を強めることなど、都市計画以外の関連部局との連携を図ることが重要と考える。さらに、実際、市町村合併を行う市町村との連携も、同時に図ること、(2)市町村合併により、都市計画区域と行政区域が一致しない場合への対応として、都市計画区域ごとだけではなく、都道府県内を数ブロックに分け、ブロックごとの広域都市計画を区域MPで描く必要があることを指摘した。
