バブル経済期に地価の高騰から都心の居住空間は駆逐され、それへの対処方法として住宅付置義務要綱、都心居住推進のための総合設計制度、中高層階住居専用地区などが導入された。これらの方法により都心に住宅確保することは可能となったものの、望ましい住環境の確保、都心居住のあり方は明らかではない。そこで本研究は、都心居住推進のためのミクストユースのあり方、とりわけ義務・商業と住機能の共存方法を明らかにすることを目的として東京とロンドン都心区の都市マスタープランの取り組みと、ミクストユースの実態について明らかにした。イギリスでは、都市計画の基本文書であるデベロップメントプランに住宅供給の必要性と実現方法が明確に位置づけられていた。方法としても、他用途との共存方法が同一ビル内では別アクセス路の確保による、居住アメニティの確保という形で表れ、また、共存しうる業種の指定という方法が採られていた。とりわけ同一建物内での共存方法は、立地場所、階数、業種を明確に提示することで、他用途と住宅との共存を可能とさせていた。現在、サステイナビリティの必要性から、都心部での住宅供給は高く必要性が問われているものの、オフィスビル建設については、住環境の確保という観点からも、飛び地による住宅供給も行われていることが明らかとなった。昨年度の研究との比較を通して、我が国における望ましい複合用途の確保、住宅と他用途との共存のためには、ただ特別用途地区の指定や容積ボーナスによる住宅供給に留まらず、都市計画マスタープランにその必要性を位置づけた上で、居住アメニティを実現させるための詳細なガイドラインの策定とその運用の必要性がある。望ましい住環境を都心部でも確保するためには、用途地域制だけではなく、業種内容をより詳細に分類し、住宅と共存しうる業種、業態を明確化していくことが必要と思われる。
