昨年度の研究では、地方都市における環境構成を検討するために、分析資料となる対象地を選定するとともに、具体的な分析項目を設定した。また、対象地とした地方都市のうちで、14箇所において現地調査を行った。今年度は残りの全ての対象地に現地調査を行い、その結果を昨年度の研究成果と比較検討した。水堀の平面形状、緑地の形状及び配置、さらに庁舎や文化施設等の公共施設の配置など、分析項目に関しては概ね妥当であることが確認するとともに、対象地を計40箇所に修正した。また、各項目について資料を検討した結果、項目の一致した資料のうちで頻度数の高いものを、「環境構成類型」として抽出した。これらは、幅の広い水堀がほぼ完全な形で残り、その周辺に施設が分散して配置された構成、幅の広い水堀が断片的に残り、その周辺に施設が分散して配置された構成である。さらに、上記の成果を踏まえ、地方都市の中心部における環境構成の新たなあり方を、建築設計のプロジェクトとして提案した。対象地として、上記の検討項目に構成的な特徴のみられた数地域を選定した。例えば、丹波篠山では、水堀の平面形状がロの字型のほぼ完全な形で残されているが、このことが周辺の環境整備を進めるうえで拘束力として働いており、都市空間に強い閉鎖性を生み出している。そこで、同地におけるプロジェクトでは、こうした水堀の形状を維持しつつ、ロの字型の平面を4つに分節して捉え、それぞれの部分を、散策路、スポーツパーク、野外シアターを含むイベントパーク、花畑といった、水との関係をもつ公開領域として新たに構想した。このように、地方都市における中心部を、緑地、植栽、などの自然に関する要素、また建築物、抱壁、橋などの人工的な要素を用いて、水堀を中心としたひとつの混成的環境として捉える「システマティック・ランドスケープ」による空間構成システムを提案した。
