Reconciliation between Victims and Assailants of Human Rights Violation during Military Regime in Uruguay

巴特勒总统是第一位承认乌拉圭存在强迫失踪问题的总统，并成立了和平委员会。该委员会的目的仅限于发现受害者的遗骸，以便归还亲人的家人，因为巴斯想要逃避关于废除有罪不罚法的争议。军方不合作，不愿委托。被迫失踪的家属满足于国家承认军事时代侵犯人权的责任，但他们想要正义。该委员会无法实现受害者和袭击者之间的和解。

President Batlle was the first president who recognize the problem of forced disappearance exist in Uruguay and established Commission for Peace. The purpose of that Commission was restricted to discover of victim's remains to return to the families loved one, because Bathe wanted to evade the controversy about repeal of Impunity Law. Military was uncooperative to commission. The families of Forced Disappearance satisfied that state admit responsibility of the human rights violations in military era, but they want justice. The commission can not realize reconciliation between victims and assailant.
