President Batlle was the first president who recognize the problem of forced disappearance exist in Uruguay and established Commission for Peace. The purpose of that Commission was restricted to discover of victim's remains to return to the families loved one, because Bathe wanted to evade the controversy about repeal of Impunity Law. Military was uncooperative to commission. The families of Forced Disappearance satisfied that state admit responsibility of the human rights violations in military era, but they want justice. The commission can not realize reconciliation between victims and assailant.

巴特列总统是第一位承认乌拉圭存在强迫失踪问题并成立和平委员会的总统。该委员会的目的仅限于发现受害者的遗体，以归还亲人的家庭，因为Bathe想逃避关于废除《有罪不罚法》的争议。军方不愿接受委托。强迫失踪事件的家属满意地看到，国家承认对军事时代侵犯人权的行为负有责任，但他们希望伸张正义。该委员会无法实现受害者和攻击者之间的和解。
