本研究の目的は、JRと大手私鉄の経営効率を多基準により比較・評価することである。具体的には、科学研究費の交付期間内(2年度内)に、JR誕生後から現在までの約十数年間(現時点で入手可能な15年度間)を対象に、JRが大手私鉄並みの経営効率に改善されたか否かを、多基準評価手法である包絡分析法(DEA:Data Envelopment Analysis)により時系列的に評価することである。本年度はその最終年度にあたる。研究実施計画に従い本年度は、本格的な分析と評価を行った。その研究内容の詳細は以下の通りである。1.追加データ収集と整理2.分析のためのコンピュータシステムに対するソフトの整備3.本格的な分析と評価の実行4.研究成果の整理と発表準備5.国内の学会にて本研究に関連する一部の成果発表まず、昨年度パイロットモデルをさまざま作成するなかで、追加として必要になったJRと大手私鉄のデータを新たに収集し、整理を行った。次に、本格的な分析と評価をするために、コンピュータシステムのソフトの整備を行った。そして、本格的にJRと大手私鉄の経営効率を評価した。また、本研究に関連する一部の成果(基礎的研究の成果)を国内の学会(経営情報学会2003年度秋季全国研究発表大会)にて発表した。なお、本研究で新しく提案したモデルの適合性について、包絡分析法の研究者から実際にコメントを収集するために、包絡分析法研究の本場である米国への調査研究を予定していたが、本務である大学の講義日程の関係で、実現できなかった。今後また本研究の評価・分析結果を精査し、国内外の学会および研究会にて、成果発表を行っていく予定である。

The purpose of this study is to compare and evaluate the efficiency of JR and private railway. Specifically, the evaluation of the time series for the period of delivery of scientific research expenses (within 2 years), the improvement of the operating efficiency of JR and private railway companies within about 10 years after the birth of JR (within 15 years from the current point of view), and the multi-benchmark evaluation method (DEA). A part of the results of this research (basic research results) was presented to the National Research Conference of the Chinese Society for Information Technology in Autumn 2003. The suitability of the proposal for this study, the researcher of envelope analysis method, and the relationship between the project and the university lecture schedule are discussed. In the future, the evaluation and analysis results of this study will be carefully reviewed, and the results will be presented in the future.
