项目摘要

研究代表者は昨年度発表した論文において,情報的に分権化された制度が持つべき性質として,制度において個人が表明する情報をその個人自身の情報のみを含むものに限定するという条件(self-relevancy)を課し,それを満たす制度によって達成可能な社会的目標の性質を明らかにした.さらにself-relevancyを制度に課すことの影響が,社会・経済環境によって異なることを明らかにしていた.本年度は,昨年度末から着手した研究を継続し,self-relevancyを制度に課すことによる影響の差異が現れる原因の探究を第一の課題として研究を遂行した.self-relevancyを課したときに,いくつかの環境でパレート効率的な目標が達成不可能になるのに対して,純粋交換経済の環境では引き続き達成可能であった.しかしこの結果には経済構成員の効用関数の微分可能性,つまり効率性価格の一意性が重要な役割を果たしていることが,昨年度から継続していた研究で明確になった.効率性価格が一意に決まらない環境では,self-relevancyを満たす制度では,すべての経済構成員の私的情報を基に決定される効率性価格の情報をうまく捕らえられないことが本質的な問題になっている.また同様の結果が,交渉や契約の問題に適応できる2人の構成員からなる社会・経済の環境においても成立することが示された.さらに,公共財が存在する経済においても同様の結論が得られることが判明した.しかしながら,この結果は更なる疑問を提示している.self-relevancyという個人の情報のみを表明する制度を用いているのにもかかわらず,公共財が存在するような外部性が存在する環境において,外部性が存在しない環境と同様の結果が得られたことはどのようなことに起因しているのだろうか.この点については将来の研究課題としたい.
