项目摘要

平成16年度は、紛争当事者の利害関心に関する一般市民の認知が公共事業における紛争解決手続きの選好に与える効果を検討した。分析に使用したデータは全国の一般成人を対象におこなった質問紙調査であり、有効回答数は791名であった。分析の結果、第1に、公共事業の策定や実施にかかわる中央省庁、地方自治体、議会、業界の自己利益に対する関心が利害対立を生じさせていると知覚する一般市民ほど、住民投票や直接投票、意見聴聞、調停、裁判といった当事者どうしあるいは第三者による手続きを選好していた。第2に、社会全体の効率性や地域の利便性向上といった利他的な関心が利害対立に含まれていると知覚していた市民は、行政主導の手続きへの選好を強めた。ただし、こうした公共事業賛成にかかわる利他的関心は、意見聴聞や調停、裁判といった手続きとも関連していた。第3に、反対当事者の利己的な関心が公共事業における利害対立を招いていると知覚している市民は裁判を好む傾向があり、予想に反して行政主導との関連は認められなかった。第4に、公共事業に反対する当事者の主張には利他的な関心が含まれていると知覚した市民は、住民投票や直接交渉、意見聴聞、調停、裁判といった当事者どうしや第三者による解決手続きへの選好を強めた。全体として、本研究で仮定した利害関心に関する認知は紛争解決手続きの選好に影響することが示され、こうした要因は一般市民の手続き選好を理解する上で考慮すべきであることが示された。このことは公共事業をめぐる利害対立を目にする一般市民が、紛争当事者の主張内容だけでなくその背景にある動機や社会的関心にまで注意を向けていることを示唆する。これらの研究成果は現在、「公共事業における紛争解決手続きの選好利害関心の認知の効果」という題目で「実験社会心理学研究」に投稿中である。また研究成果の一部は次の学会で発表した。福野光輝(2004)合意形成における公正研究の応用可能性.土木学会第29回土木計画学発表会(春大会)ワークショップ松正研究の展開と公共受容への応用」(神戸大学,神戸市,2004年6月5日)福野光輝(2004)公共事業における紛争解決手続きの選好:対立状況の認知の効果.日本心理学会第68回大会ワークショップ「社会的合意形成の心理学」(関西大学,大阪市,2004年9月13日)福野光輝(2004)最終提案交渉における決定ルールと役割経験の効果日本社会心理学会第45回大会発表論文集,548-549.
