本研究(3ヵ年)を通して、組織事故モデル(菅沼,2002)の妥当性を多角的に検証するとともに、当該モデルを援用した具体的な安全管理施策の提案を行った。平成16年度(最終年度)の成果は、以下のとおりである。1.海外組織問題事例の分析:組織事故モデルを用いて「米国原発事例」と「NASAコロンビア号事例」を分析した。その結果、いずれの事故も、本モデルが示す「リスク事象の発生プロセスと継続プロセス」の2つの連続プロセスにて説明可能であることが示された。なお、新たに「コスト管理」に関わる要因の存在も示唆された。2.国内電力関連組織を対象とした面接調査:国内某電力関連組織において発生した「ルール違反による死亡事故」についての集団面接調査を実施した。その結果、上記と同様、事故発生に至る2つの連続プロセスが確認されたことに加えて、さらにその在り方には4つのパターンが存在するという新たな知見が得られた。3.組織事故モデルの再構築:本研究(3ヵ年)にて得られた一連の妥当性検証結果に基づいて、"組織事故モデル"を再構築した。新たな影響要因として、組織間関係、組織構造、組織風土、標準・基準、組織規範、集団学習、集団風土、集団知識、コスト管理にわたる9つの要因が追加されるとともに、上記2つの連続プロセスに関わる4つのパターンが位置づけられた。4.組織事故モデルを援用した安全管理施策の提案:再構築された組織事故モデル内に含まれる「組織要因(30要因)」「集団要因(9要因)」「個人要因(7要因)」を評価するための"産業事故発生要因評価尺度(12評価カテゴリー:131項目)"を開発するとともに、産業現場の方々が当該尺度を有効に活用することができるよう"産業事故発生要因評価尺度の実施手引き(第1章-第5章および3つの付録を含む、31ページ構成)"を作成した。

The proposal of safety management policy for organizational accident management: Re-construct the evaluation criteria for evaluation of industrial accident occurrence factors (12 evaluation criteria:131 items), including "organizational factors (30 factors),""collective factors (9 factors)," and "individual factors (7 factors)" in the organizational accident management framework, and establish the evaluation criteria for evaluation of industrial accident occurrence factors (Chapters 1 - 5, 3 payment records, 31 items) when the criteria are applicable.
