今年度の研究実績は主として以下の通りである。第一に、ウタリ福祉対策とその前身である北海道不良環境地区改善事業、さらには同和対策事業について、既に収集した資料の整理・検討を進めるとともに、これまで収集した自治体や運動団体以外にも足を運び、さらに収集を進めた。また、今年度の施策に関する聞き取りは、同和対策事業との比較検討を視野に入れ、行政関係者を中心に行った。これらの作業により、ウタリ福祉対策が実施されることになった経緯や同和対策事業との関連が明らかになった。第二に、アイヌ民族の生活実態について、聞き取り調査を進めた。昨年度と同様に札幌市、旭川市などを中心に実施した。また、これまで聞き取り調査などによって得られた資料の分析を行った。
