イギリス初の国家警察となったテムズ・ポリスの有給判事、ジョン・ハリオットの汚職事件を追った。1809年から数年にわたって審理されたハリオットの裁判は、脱税・密輸・公金横領・便宜供与など53もの事件で構成され、皮肉にもそれは、ロンドン港で繰り広げられるあらゆる「犯罪」を網羅したものであった。膨大な量の裁判記録を分析することで明らかになったのは、ハリオットの「汚職」が、税関役人や港湾労働者、船主や荷主、故買屋や窃盗団に至るまで、ロンドン港に生きる多くの人びとに「支えられる」形ではじめて可能になった点である。事務官による内部告発でありながら、有罪判決が下されたのがわずかに1件であったという事実が、法廷に立った多くの「関係者」の証言がハリオットにいかに有利に働いたかを物語っている。汚職判事を中心とした強固な腐敗構造が、ロンドン港全体を広く覆っていたのである。裁判は汚職事件の枠をこえ、警察あるいは治安維持のあり方をめぐる大論争へと発展した。「予防」「起訴」「裁判」3つの機能を備えた唯一の警察であったテムズ・ポリスは、国家の後ろ盾と有給判事という革新性をもってしても、18世紀の「旧き腐敗」を打破することはできなかった。法廷機能を備えた予防警察の「限界」をあぶりだしたハリオット裁判は、「予防」と「検挙」に特化した警察の導入議論に拍車をかけるとともに、国家警察の是非についても大きな見直しをせまることになった。現代的な意味での「法廷」と「警察」が「切り離された」瞬間であったといえよう。以上の成果をもとに、現在、「19世紀初頭のロンドン港と『汚職判事』-先駆的国家警察の「限界」-」(仮題)と題した論文を執筆中である。
