昨年度に引き続き、シェイプアップ・マイタウン計画に位置付けられた市街地整備事業の進捗状況からみた評価と中心市街地の実態について研究を進めた。まず、各市が同計画で位置付けた各種事業の進捗度について調査した結果を一覧表にまとめた。計画した事業は全体で「中止または未実施」が約3割、「事業中」が約1割、「完了」は約6割であった。これらの結果は、計画担当課がいつでも他市との比較が行えるように研究室内のホームページに掲載した。また、1980年以降の地価公示について商業地の推移を調査し、中心市街地の衰退状況を比較した。1990〜91年に前年度比10%以上の地価上昇が見られるものの、その後は各市とも急激に低下し、2003年にも前年度比-10%の大幅な下落が見られた。さらに、公共施設の立地状況を把握するために地価最高点から各種施設までの距離を計測するとともに、地域統計メッシュデータを用いて中心市街地が含まれる9km四方の範囲について、1995年と2000年の夜間人口比較、1995年の昼夜間人口差について分析を行った。5年間の夜間人口比較では、中心市街地を含む1平方kmのメッシュ人口が増加したのは塩尻市、高崎市のみであり、ほぼ無変化の深谷市を除き、他の23都市では大幅な人口減少が確認された。また、計画策定都市の現地調査については、今年度山形市、横手市、大垣市、高崎市、佐野市、深谷市を訪問し担当課へのヒアリングを実施するとともに、中心市街地を踏査した。今後これらをまとめて研究発表を実施する予定である。
