中心市街地活性化政策を研究するための土台としてまず居住地と従業地と商業集積地の関係をモデル化し、そのモデルを関東の1980年のデータを用いて推定した。モデルは都市経済学で居住地の選択を説明するためによく用いられる単一中心都市モデルをベースにして、現実に合うように変形したモデルである。おもな変更点は次の3点である。(1)単一中心都市モデルは人々が全員都市の中心(例えば東京なら丸の内か新宿)で働いているとして居住パターンを分析しているが、自分のモデルでは従業地が複数あってもよいモデルに変更した。(2)単一中心都市では人はみな同質で、趣味や嗜好はないと扱われている。しかし実際には閑静な住宅街が好きな人もいれば、人によっては非常に賑やかな場所を好む人もいるのである。したがって分析者には見えない土地への嗜好を表すかく乱項をモデルに取り入れた。(3)居住地の周辺の商業集積により効用が変化するようにした。データは国勢調査と事業所統計の1kmメッシュデータと地価公示データを主に用いた。対象地域は関東、対象年は1980年である。メッシュデータを用いることで、従業地があるメッシュに外生的に決まっている人が関東のどのメッシュに居住するかを離散選択モデルによって推定することが可能となった。推定の結果、従業地との距離が10km近付くと居住地として選ばれる確率は1.17倍になることが分かった。また地価が20万円/m^2から10万円/m^2に下落すると居住地として選ばれる確率は1.9倍に上昇することが分かった。
