研究はオランダの都市計画制度を把握することから始まった。すでに文献は収集してあったため、これらを分析し、特に土地利用制度の根幹、地区土地利用計画(bestemmingsplan)について論文をまとめた。この基礎知識に基づき、フローニンゲン市に注目し都市形成史研究を行った。フローニンゲン市は、1970年代が都市形成の上で重要な画期となっている。すなわちそれまでは、人口大幅増の予測の下、周辺部での大規模住宅開発、歴史的街並みを縦横に貫通する幹線道路計画などの、近代主義的諸計画が構想され、一部実施されていた。それが1970年代に入り、当時台頭したニューレフトと呼ばれる若手政治家の主導で、歴史、文化、人間、さらには環境を重視する都市計画へと大きな方向転換を遂げるのである。そこで1970年代に注目し研究を進めることにした。平成14年5月12日より23日にかけ同市を訪問し、公文書館、市都市計画・経済課、フローニンゲン大学空間科学部図書館で資料収集を行い、関係者からヒアリングを行った。また同年9月からは10ヶ月間にわたり、文部科学省在外研究員としてフローニンゲン大学空間科学部に所属し、研究を継続した。さらに平成15年10月8日より20日に同市を訪問し、資料収集を行うと同時に1970年代の交通計画の責任者で現市長、J.Wallage氏にインタビューを行った。これらの研究により、1970年代には、「交通循環計画」と「中心市街地土地利用計画」という、今日の同市の、特に中心市街地の魅力に大きく貢献していると思われる重要な2計画が導入されたこと、そしていずれも、当時のニューレフトの政治信条、「政治化」と「対極化」により導入されたことが判明した。一方、もう一つの政治信条、市民参加については、両計画とも、驚くほど市民が参加する機会は少なかったことが分かった。
