项目摘要

本研究の目的は,現在進められている「食品廃棄物対策」と「畜産糞尿対策」が政策的に矛盾をきたしているという認識から,両対策の整合的な推進を行うための方策を実証的に明らかにすることを目的としている.食品の廃棄量の多さが問題とされ,その対策が「食品リサイクル法」によってリサイクルによる農業利用という形で進められている.他方,農業部門では畜産から発生する糞尿が農業部門内部で利用しきれず,その処理対策が求められ,「農業・環境三法」による処理・リサイクル対策が進められている.このように,食品廃棄物と畜産糞尿への環境対策が求められているが,これらは同じ有機性廃棄物なのにも関わらず,法的にも制度的にも別々の対策として進められている.しかし,これらの問題は輸入食料と輸入飼料に依存した日本の食料供給構造によって,国外から大量の有機物が流入することに数量的な要因があり,本来は両問題への対策は分離して考えることができないものである.しかし,現実にはその対策は完全に分離されて行われているため,これらの対策を進めることで,農村部が有機性廃棄物の処分場になる危険性があると考えている.この課題に接近するにあたって,本研究では,有機性廃棄物をめぐる全体的な制度と構造(政策,関連市場,リサイクル経路,需給調整,バイオマス総体)を把握することにつとめた.それは,現在の有機性廃棄物対策とリサイクルをめぐる問題状況が,単に「有機性廃棄物のリサイクル」を推進するにはどうしたらよいか,という段階にとどまらないからである.本研究の結論は,両問題に関する対策を廃棄物「処理」対策としてのみ捉えるのではなく,「動脈市場政策と静脈市場政策のリンケージ」,すなわち食料自給政策,食品流通政策を含めた国内食料供給のための総合的な政策として制度的な枠組みを定め,そのもとでの広域的な利用調整のための手段を構築する必要があることである.

The purpose of this study is to understand the contradiction between food waste policy and livestock waste policy, and to promote the integration of food waste policy. The problem of food waste quantity is discussed. The countermeasures are "food waste method","agricultural utilization" and "development". On the other hand, the agricultural sector has adopted the "Three Methods of Agriculture and Environment" as its internal utilization and treatment policy. In this regard, food waste, animal waste and urine environmental policy requirements, such as organic waste, environmental protection, legal system, environmental protection, environmental protection and environmental protection. The problem of food import depends on the food supply structure in Japan, and the main reason for the large amount of organic matter flowing in from abroad is that the problem of food import depends on the food supply structure in Japan. In the meantime, the rural areas are facing the danger of organic waste disposal. This research aims to grasp the institutional structure of organic waste (policy, related market, free market, need for adjustment, integrated system). The conclusion of this study is that the policy of disposal of waste is related to the problem of food self-sufficiency policy, food flow policy, food supply integration policy, food supply integration policy and food supply integration policy.
