平成15年度の研究実施計画に基づいて、以下の研究を行った。(1)研究資料の収集。外務省外交史料館、防衛庁防衛研究所図書館、国立公文書館などで次の資料を調べて、収集した。『満蒙政況関係雑纂・内蒙古関係』、『陸満密大日記』の駐蒙軍・蒙古軍及び察南政務指導の関係史料、『各国事情関係雑纂・支那ノ部・張家口』、『支那事変関係ノ件』など。そして、次の刊行資料を購入、またコピーした。『現代史資料・日中戦争・満州事変』、蒙古連合自治政府産業部編『農村実態調査報告書』及び察南自治政府関係資料、ドムチョクドンロプ氏、呉鶴齢氏、烏古廷氏及び金井章二氏、中嶋万蔵氏、笹目恒雄氏の回想録など。(2)先行研究の整理。戦前の村田孜郎、後藤富男、早坂二郎、田中吉六、山田武彦、小林知治諸氏の内モンゴル自治運動と蒙彊地域社会経済に関する研究を整理した。戦後の森久男、中見立夫、二木博史、春日行雄、田中克彦、江口圭一、柴田善雅諸氏のドムチョクドンロプをはじめとするモンゴル自治運動、近代日本とモンゴルとの関係、蒙彊政権のアヘン政策、金融・経済に関する研究を整理した。これまでの研究は主にモンゴル史から、また蒙彊政権成立までの段階を研究してきた。日本陸軍の「内蒙工作」の理念と行動、この「工作」と日本国内政治との関係、蒙彊政権の統治構造及びこの政権統治範囲内における社会、経済、文化などの状況についてはまた不鮮明である。(3)日本側の研究者の助言に基づいて、研究資料及び文献をまとめて、『蒙彊政権研究の資料及び文献について』を作成した。
