本研究は,日本と韓国の農村社会を比較検討しながら,両国の内発的発展の事例における成功要因の共通点と相違点を明確にすることを目的としている。平成16年度においては,両国における内発的発展の事例を一つずつ選定し、現地訪問調査を行った.調査の概要と成果は次の通りである.1)日本の事例調査:6月22日〜7月2日,9月5日〜9月21日,10月30日〜11月3日(1)前年度に続き,山形県高畠町を合計4回訪問し,同町の有機農業運動及び米沢郷牧場の取り組み,そして「たかはた共生塾」主催の「まほろばの里・農学校」などについて現地調査を行った.(2)有機農業運動を中心に環境保全型の農村開発を強力に推進しており,その主体は地元住民であり,そこに行政と農協が協力するパートナーシップが定着していた.そして都会からのU・Iターン者も近年10年間に約100人近くが有機農業や田舎暮らしを目指して帰農している.以上のことから高畠町は環境保全型内発的発展の取り組みの典型としてあげられる様々な実績を有していると評価できる.2)韓国事例の調査:2004年10月16日〜21日(1)農村の内発的発展を意識的実践している全羅北道鎮安郡を訪問し,その具体的な取り組みに対し首長及び担当者を対象とした聞き取り調査と現地訪問調査を行った.(2)11の集落を対象とした内発的発展の取り組みが行われており,それぞれは住民主体を原則にして地元資源を生かした特産物の開発及び販売,都市との交流事業が行われていた.行政の中には,その活動を支援するための専門家(外部招聘)が大きな役割を果たしていた.3)成果と今後の課題(1)両国農村における事例の比較から内発的発展の条件として,地元に根ざした地域教育(学校・社会)が最も大切であることが確認できた.(2)日韓のU・Iターン者を対象としたアンケート調査結果の分析と報告書の作成が今後の課題として残されている.

This study aims to compare rural societies in Japan and South Korea, and to clarify the common causes of success and contradictions in the development of domestic development. In 2016, we conducted on-site investigation and selection of cases of development within the country. 1) Case study in Japan: June 22-July 2, September 5-September 21, October 30-November 3 (1) 4 visits in total to Yamagata Takatake Town in the previous year, organic farming movement in the same town and Taizawa Ranch acquisition group," (2)The organic agriculture movement is the center of environmental protection and rural development. It is strongly promoted by the government and the agricultural association. In recent 10 years, about 100 people have been working in organic agriculture. 2) Case study of Korea: October 16 - 21, 2004 (1) Implementation of awareness of rural development in Jinan County, Jeollanbuk-do, and investigation of specific groups, leaders and responsible persons. (2)11 The development and distribution of natural resources in the urban areas should be based on the principles of natural resources development and marketing, and urban communication should be carried out in the urban areas. Administrative support activities in the middle of the country (external recruitment) and the results of the work (3) achievements and future issues (1) comparison of cases in the rural areas of China and the development conditions of internal development, geographical roots and regional education (schools and society) and the most important issues. (2)Analysis of the results of the investigation and preparation of a report on future issues
