项目摘要

本年度は、アメリカ議会資料、A・W・ハリマン文書などの資料を使用し、マーシャルプランの実施機関である経済協力局(ECA)の活動に関する検討を行った。経済協力局は、P・G・ホフマンが局長を、A・W・ハリマンがヨーロッパ駐在代表を務めていた。両者は、ともにアメリカ国内における利害関係者が集まり、マーシャルプランの内容について検討したハリマン委員会の一員であり、その見解をマーシャルプランの実施過程において反映させた。マーシャルプランは、単なる資金援助ではなく、その資金を梃子として各種政策を援助受入国に受け入れさせることを目的としていた。その中で、経済協力局が重要な目標としたのは西ヨーロッパ域内貿易の再建であった。西ヨーロッパ域内貿易を再建し、米欧間で正常な貿易関係を作り出すことはアメリカにとって重要な目標であった。しかし、西ヨーロッパ諸国は、自国の市場を保護することを重視し、こうしたアメリカの要請に応じることはなかった。これに対して経済協力局は、マーシャルプランの西ヨーロッパ側の受け入れ機関であるヨーロッパ経済協力機構(OEEC)の場において、各国の貿易自由化を要請し、1949年以降、西ヨーロッパ諸国間の貿易障壁の削減を実現していった。しかし、一方で経済協力局は、アメリカとの貿易において西ヨーロッパ諸国が差別的な措置を継続することを容認した。これはアメリカ国内の企業にとっては、不満の残る措置であったが、経済協力局は、西ヨーロッパ諸国が復興するまでは、アメリカ国内市場を西ヨーロッパ諸国に対して無条件に開放することが重要であると考え、この措置を継続した。つまり、経済協力局は、長期的に米欧間の貿易関係を正常化させることを目標とし、短期的な利害追求のみに拘泥していなかったといえる。

The long-term normalization of trade relations between Europe and the United States is aimed at achieving short-term interests.
