わが国は、1990年代になってから長期不況の影響で、多くの人々が減給・失業などの経済的困難に直面している。しかしながらこうした状況下でも多額の所得を得、ますます富を増大している人々もいる。アメリカではすでに20年以上にもわたり富裕層に関する研究が進められてきた。日本でも毎年国税庁は『全国高額納税者名簿』(以下、『名簿』)により、納税額1000万円以上の高額納税者の氏名・住所・納税額・職業を公表している。しかしながら、わが国ではせいぜい納税額上位100人の特徴を分析するという段階で留まっていた。そこで年収約1億円以上の富裕層に対して、全国規模でのアンケート調査を実施し、その経済実態を分析した。本年度は、特に富裕層についての近年の所得と資産額の推移について調査した。研究実績としては、所得はほぼ変わらないあるいは減少したけれども、資産額は大幅に増大していることがわかった。その結果は橘木教授との共著として『週刊東洋経済』(2005年4月2日号)に掲載した。具体的な内容は以下の通りである。まず最初に、富裕層の抱くイメージについて、自分の経済的成功の原因について、親からの資産が影響を与えたかどうかをたずねた。結果は、「影響はない」という回答が大半を占めていた。次に、5年前や昨年と比べて所得および資産額は減少したか増加したかをたずねた。結果は「所得はやや減少したが、資産額は大きく増加していた」。こうした結果から、日本の富裕層たちが大きく変化し、新しい富裕層が台頭しているのと同時に、不況下でも資産を増加している富裕層の実態が明らかとなった。日本では富裕層に関する研究はいまだほとんどなされていないのが現状である。アメリカの20年間以上にもわたる研究と比べると大きな開きがある。本研究はその開きを埋めるために今後の富裕層に関する研究に資するものと信じる。
