项目摘要

ラオス人民民主共和国では現在、山間僻地集落の移転事業が政府主導の下で活発に実施されている。これは、焼畑民を低地の幹線道路沿いに移住させ、水田稲作をはじめとする集約性の高い農業に転換させることで、焼畑やケシ栽培を放棄させるとともに、彼らの生活向上や国家への統合を進めようとするものである。また、焼畑民が教育・医療施設、市場などへの近接性を求めて、幹線道路沿いに自主的に移住するケースも多い。本年度は、10ヶ月間ラオスに滞在し、このような焼畑民の高地から低地への移住が、彼らの暮らしと土地利用にどのような影響を与えているかということを考察するために、ルアンパバーン県シェンヌン郡のフアイペーン村(高地に位置する)とフアイカン村(低地の幹線道路沿いに位置する)を事例として調査を行った。フアイカン村の住民のほとんどはフアイペーン村出身であり、両村住民の生計活動と土地利用は比較しやすい。具体的には、GPS測量により、各村の焼畑の分布や面積を比較・考察したのち、世帯経済に関して全戸調査を実施した。その結果、高地から低地への移住により、移住世帯の焼畑面積が狭小化するとともに、彼らが焼畑以外の多彩な生計活動に従事する傾向があること、高地のほうが焼畑稲作に適しているにもかかわらず、教育・医療施設、市場などへの近接性を求めて低地に移住する世帯が多くなっていること、しかし、低地への移住は移住世帯の深刻なコメ不足や貧困化を結果していることなどが明らかになった。このことから、焼畑民を低地という開発の場に移住させるのではなく、幹線道路から高地に延びる支線を造成することによって、焼畑民が高地に居住しながら、低地へのアクセスを高めうるような開発策に可能性が見出せるのではないか。詳細な調査結果については、次年度中に論文として公表する予定である。
