中国では各種の環境破壊が進んでいる。中国では、公害・環境汚染、自然破壊、アメニティ破壊の環境破壊3領域全てが深刻であると同時に、連関・複合しあって被害を増幅させている。例えば、経済発展地域の汚染規制の強化によって生態系が脆弱で経済発展も遅れている地域に汚染工場が移転し草原の破壊が加速されて砂漠化が促進されている。さらに、砂漠化は強風によって起こる砂塵嵐を激化させ、砂塵の被害地では工業汚染・都市生活汚染・自動車汚染などとともに大気汚染の一種とみなされている。そのため年々、中国で環境破壊の被害者から行政に持ち込まれる苦情件数は高い増加率で増え続け、民間支援団体に持ち込まれる被害相談では内容の深刻化が目立っている。代表的な民間支援団体、中国政法大学公害被害者法律援助センター(CLAPV)に寄せられた相談では、汚染別では騒音、大気、水などのほか、電磁波・放射線、光などのものもあり、汚染源別では工場によるものが最も多く、以下、飲食業、施工、近隣生活、建物設備などが続いている。中には深刻な公害病やそれに順ずると考えられる健康被害を訴えるものもある。CLAPVは支援活動の経験から関連立法提案を行った。近年ではCLAPVに触発され他の環境NGOも被害者支援・救済の取り組みを始めている。なお、今年度は前半のSARSはじめ中国調査を積極的に進めるのに不利な状況が相次いだ。そこで中国調査2回の予定を1回とする代わり、日本国内の公害地域での中国はじめ発展途上国・地域への協力に関する調査や中国の関係者の来日時におけるインタビューに力を入れた。後者の成果は上記に反映されている。前者の成果として、日本の公害地域での中国などへの協力は単に協力対象国・地域だけでなく、協力する日本の公害被害者、支援者、ひいては公害被害地域の再生にとっても積極的な意義を持つ活動であることが明らかになった。
