项目摘要

前年度までの成果により、京都市周辺は幾度も水害の被害を被ってきたことが判明した。本年度は引き続き、1935(昭和10)年に鴨川流域で発生した水害に注目した。そして、この水害で被害受けた、京都の歴史的文化的景観である大原地域における災害への適応について検討した。その結果は次の通りである。(1)被災した耕地は河川沿いの低地の水田と傾斜地の小河川沿いの一部の水田であった。(2)耕地とそれに付随する農業施設(溜池、農道など)の復旧事業について、京都府より補助金が支給されていた。ただし、補助を受けていたのは一部であって、多くの農家は個々で復旧に取り組んでいた。(3)具体的な復旧方法について、農家への聞き取り調査を行ったところ、人々は堆積物を取り除きもとの耕作面を掘り出して水田を復旧したという。ところで、このような災害復旧の形態は中世の事例と類似しており、農家の災害に対する適応の知恵として注目された。したがって、今後も調査を継続し、他地域における事例研究を蓄積していくことが重要である。一方、水害発生要因の一つとして、山地における森林の荒廃が指摘されている。研究者はこれまで京都の災害史の一方で、山間地域における生業変化について研究してきた。その結果、近代日本では山林利用が活発になるなかで森林の荒廃が問題視されており、これらの山地の開発と下流地域における災害との関係が浮上してきた。そこで、下流の水害の傍らで発生していた山地の開発問題について、2つの研究を公表した。今後はこれらの成果、災害の背景にあった人間活動と災害に適応してきた人間活動について、災害と人間活動との関係としてまとめていく予定である。災害と人間活動との関係に関する研究は、近年、話題となっている自然環境変化と人間との関係に関する環境史研究としても深めていく必要があると考える。
