项目摘要

交付最終年度にあたる本年度の研究計画では、1.日本における一般廃棄物処理政策に関わる政府間行財政システムの特徴などを、自治体の事例調査を踏まえたミクロ的視点から補強すること、2.三位一体改革の結果として新設された「循環型社会形成推進交付金」などの一連の制度変更が、上記した政府間行財政システムに与えた諸影響について検討すること、これら2つであった。1.については、当初の計画では、ダイオキシン対策において(1)環境省が示している新ガイドラインに沿って、ごみ処理広域化を進めた地方自治体と、(2)(1)とは異なるかたちで、独自の対応をおこなった自治体とを比較する予定であった。しかしながら、恒久対策が実施されて以降も、既設炉で対応している自治体が多いことから、今年度は(2)に該当する鹿児島県川辺市の調査をおこなった。家庭ごみの19分別、埋立灰のダイオキシン無害化処理、そして自治体単独での排ガス対策などを実施している川辺市では、民間企業経験者の中途採用制度を活かした自治体職員の試行錯誤能力や、行政と住民との信頼関係づくりに基づいて、小回りのきいた廃棄物政策が展開されていた。また2.については、制度が動き出した現時点においては、まだ明確な変化をつかめてはいない。ただし、他の先進諸国におけるブロック補助金の歴史研究を踏まえると、それが特定補助金と比べて効果を発揮するためには、地方自治体における政策形成能力とそれを実現するための行政組織が必要であることが分かった。なお、これまでの研究成果のエッセンスを、佐和隆光監修、環境経済・政策学会編『環境経済・政策学の基礎知識』(有斐閣、2006年6月刊行予定)のうち、「大量廃棄社会」と「焼却技術」の項目で表した。

The research plan for this year will be delivered in the final year. 1. The characteristics of the intergovernmental financial system related to the general waste disposal policy in Japan, and the case study of the autonomous body. 2. In the past, the government has made great efforts to improve the financial situation of the country.
