项目摘要

本研究課題の目的は、ポスト地方分権改革期にあたる現在、地域に根ざした集合的学習組織である公民館の新たな可能性について、長野県飯田市を事例として明らかにすることである。とくに、地方自治法上の地域自治組織の導入がもたらした変化に着目し、住民自治と団体自治との「橋渡し組織」という観点から、公民館を含めた行政組織と住民自治組織の総体を「学習する地方自治組織」として描き直すための理論構築とそれに基づいた分析を、学際的研究として進めていく。研究計画中間年度であった本年度は、引き続き研究協力者である木下巨一氏（南信州基金市民活動コーディネーター、元飯田市公民館副館長）などの飯田市関係者の協力や助言等を受けながら、研究活動を進めてきた。具体的な研究実績としては、まず前年度と同じく『飯田市公民館活動記録』（以下、活動記録）の分析を、本年度は地域自治組織導入前を対象に行った。そのうえで、活動記録を基にした定量分析からは十分に把握することが難しい活動プロセスについて、活動記録や関係資料の分析を踏まえたテーマ設定のもと、公民館主事（および主事経験者）へのグループ・インタビュー調査を行った。また、次年度に予定しているヒアリング調査の準備として、飯田市総合計画に関するヒアリング調査も行った。さらに、「学習する地方自治組織」の分析枠組みの構築に向けて、住民自治組織が課題解決に向けた役割をどのように高めていくのかについて、まちづくり分野の知見を応用したプロセス・デザインのモデルを導入し、その段階を示すことができた。また、住民自治組織の学習機能を高める公民館の役割に関して、経営論（マネジメント）の観点からの検討を開始した。
