今年度は、アジア各国の銀行システム、破産法・企業再生制度に関する調査をさらに掘り下げた。具体的には、日本、韓国、フィリピン、タイ、マレーシア、シンガポール、インドネシア、台湾、香港について、特定の倒産企業に関するケーススタディを行い、それを踏まえて、国レベルやアジア全体の議論に対するフィードバックを行った。これらの制度的な調査に加え、Bankscope, Worldscopeなどのデータベースも利用し、財務的な分析も行った。昨年度は、上述の9カ国の制度を概観し、その中で、日本、韓国、香港の3カ国について、詳細な比較分析を行ったが、今年度は、タイを中心に、インドネシア、マレーシアについても詳細な調査を行った。これら6カ国の制度は大きく異なっており、さらに、その運用に関しては、まったくばらばらであった。例えば、タイにおいては、制度は存在していたものの、倒産法制が実際に使われたことは、ほとんどなかった。韓国、香港については、倒産しても、上場廃止になるわけではないことも判明した。これらの結果は、個別企業のケーススタディから得られたものである。ケーススタディについては、タイについては、5社、インドネシア、マレーシアについては、3社ずつ行った。タイについては、包括的なデータベースを使用する機会を得て、統計的な分析も試みた。一方、日本企業に関するケーススタディをベースに、今年度は、銀行の融資行動に関する実証分析を行った。この結果については、近日中に、研究発表の機会があると思われる。ここで、得られた結果は、メインバンクの座を過去に他の銀行と争っていた銀行は、融資を引き上げるべきときでも、それが大幅に遅れ、いわゆる追い貸しが行われることになる、というものであった。このような日本の銀行の融資行動は、今後のアジアにおける銀行の融資行動に対する監督、規制に関して、示唆を与えるものである。
