知的障害養護学校の個別移行支援計画と福祉・労働・医療機関等との連携に関する研究

项目摘要

養護学校の就業支援における地域連携の問題を、福祉、労働、医療機関の視点も含めて双方から統計学的に実態を示した研究はこれまでにない。平成17年度までに策定が義務づけられる個別の教育支援計画の一部である「個別移行支援計画」についても、全国的な実態調査がされておらず、現場教諭の意識や課題を示す実証的なデータが見当たらない。本研究では、以下の3種類の調査を実施した。調査I 特殊教育諸学校における個別移行支援計画の実態調査(質問紙)全国の盲・聾・養護学校の半数を無作為抽出し、257校から回答が寄せられた(回収率66.0%)。進路指導担当教諭に対し、個別移行支援計画への取組状況、意識、記入様式の問題点、情報管理上の課題等について質問した。調査II 知的障害養護学校における就業支援とジョブコーチ的支援の実態調査(質問紙)全国の知的障害養護学校の半数を無作為抽出し、148校から回答が寄せられた(回収率66.9%)。進路指導担当教諭に対し、就職実績、進路指導上の問題点、就業支援の実態、ジョブコーチやジョブコーチ事業への認識等について質問した。調査III 知的障害養護学校における関係機関との連携調査(訪問事例調査)知的障害養護学校における福祉・労働・医療機関との連携の実態を訪問調査及び実務者レベルのセミナー参加等を通して資料を収集し、効果的な連携のノウハウについて検討した。以上から、(1)個別移行支援計画への取り組みは、知的及び肢体不自由養護学校では8割を超えたが、盲・聾・病弱養護学校では半数程度と低いこと、(2)個人情報の管理は、パソコン等でなく文書で行うのが望ましいという回答が39.5%と最大であったこと、(3)ジョブコーチ的方法を就職支援に取り入れる学校は就職率が高かったこと等が明らかとなった。成果に基づき、最終年度に教員対象に公開フォーラムを琉球大学で開催したところ、約200名の参加があった。
