项目摘要

1)前年度に引き続いて,事業計画主体が実施する需要予測や費用対効果分析において,事業正当化を目的とした分析結果が算出される危険性を少なくする制度についての理論分析を行った.前年度の研究で提案した,リスク負担制度,トーナメント制度,繰り返し取引き制度,再交渉制度,監査制度,有限責任制度の6つの長短を比較検討した.比較検討にあたっては,各々の制度のもとで実現する社会的厚生水準の他に,制度導入の阻害要因(分析者の報酬が予測・評価プロセスのどの時点で確定するか?,分析者が予測・評価に伴うリスクをどの程度負担するか?,分析者がペナルティを課される可能性があるか?,等々)の大きさも考慮した.分析結果として,監査制度が最も優れた制度である可能性を明らかにした.2)監査制度を導入する際に大きな問題点となりうる監査機関と分析者が結託する可能性について理論分析を行った.現行のプロジェクト評価の監査制度が多段階の監査制度になっている点を踏まえて,内部監査制度,外部監査制度,混合監査制度の3つについて分析を行った.分析結果から,プロジェクトの便益と監査費用の関係に応じて,最適監査制度がどのように変化するかを明らかにした.また,プロジェクト評価のマニュアル化やプロジェクト評価の分析手法の改良といった技術的方策が,監査制度の導入とう制度的方策と補完的関係にあることを指摘した.さらに,プロジェクト評価の監査制度では,監査機関が誤った判断を下してしまう可能性がある点を考慮して,監査の精度が最適監査制度に及ぼす影響についても理論分析を行った.
