项目摘要

本研究では,機会の平等の意味での公平性の視点から,国土計画のあり方を検討することを目的としている.本年度の成果は次の通りである.1)多元的価値規範に基づいた国土空間上の資源配分計画の評価方法を提案し,その有効性について考察した.具体的には,人口規模の変動,ナショナル・ミニマム,機会の平等,という従来の政策評価では十分に分析されてこなかったと同時に,今後の国土計画において考慮すべき重要な価値規範に基づいた政策評価の方法を提案した.各々の分析は地方財政理論で一般的に用いられる2地域モデルを利用する点では共通しているものの,基本的に独立している.人口減少化を踏まえた政策評価方法に関する分析では,人口減少化に伴い地域間人口分布が内点解から端点解へと変化する状況を取り上げ,この場合には,地方分権システムのもとで効率配分が達成されず,中央政府による補助金を通じた補正的措置が必要になることを示した.そして,補助金を漸進的に変化させる場合の租税改革の評価指標を理論的に導出した.ナショナル・ミニマムの価値規範に基づいた政策評価方法に関する分析では,家計の効用水準が社会基盤サービスのナショナル・ミニマム水準を挟んで不連続的に変化する状況を取り上げ,この場合には複数の地域間人口配分パターンが成立することを示したうえで,それぞれのパターンのもとでの社会基盤施設整備の評価指標を導出した.機会の平等の価値規範に基づいた政策評価方法に関する分析では,2期間生存する家計が第一期に人的資本を蓄積する状況を取り上げ,時点整合性の問題の有無や政策の実行可能集合が,機会の平等度,結果の平等度,生涯期待効用水準などを大きく左右する可能性を示した.
