個人や法人、そして国家にとって最も基本的な財産の一つである不動産に関する法制度や産業の構造は、それぞれの国の地理的・歴史的な背景から極めて多様である。不動産に関するリスク評価や市場の効率性等に関する議論は、その性格上、株式や債権等の金融資産に比べてはるかに多様な要因を考慮しなければならない。もし、不動産投資プロジェクトにおけるリスク評価を市場から得られるごく限られたデータのみで行おうとすれば、その背後に潜む、これら法制度や産業としての特徴に内在する様々なリスクを見逃してしまうこととなり、プロジェクト評価の妥当性を欠くものとなる。本研究は、不動産投資プロジェクトにおけるリスク評価という観点から、各国の不動産業の特徴を整理して比較することにより、法制度や産業構造等に内在するリスクを明らかにすることを目的とする。本研究では、いわば『産業研究』という視点から、日本・英国・米国の不動産業に関して文献レビューと各国の専門家へのヒアリング等を実施し、以下の項目について国際比較を行った。(1)不動産の取引・管理等に関わる法制度とその歴史的経緯・現状(2)不動産業に関する統計データの整備状況とその活用実態(3)不動産業と密接に関わる他の産業との関係(4)不動産業における資格制度(5)不動産鑑定評価の方法そして、不動産投資プロジェクトに内在するリスク評価という観点から、これらの情報を体系的に整理し考察を行った。
